The Linwood Rose Affordable Apartment Community is a thoughtfully designed 36-unit development located at 24108–24124 Fir Avenue on approximately 0.91 acres in Moreno Valley. Situated within a high-poverty census tract, the project aims to provide stable, permanent supportive housing for individuals earning between 30% and 50% of the Area Median Income (AMI). The site, currently vacant and owned by the City of Moreno Valley and the Moreno Valley Housing Authority, will be developed into a single three-story residential building featuring 35 one-bedroom units (approximately 530 square feet each) and one two-bedroom manager’s unit. Designed in a Mission Revival architectural style, the building will incorporate clean, symmetrical facades, arched patio alcoves, and a warm exterior palette, alongside modern construction methods and durable materials.

The community will offer a range of on-site amenities, including a resident services room, leasing office, laundry facilities, maintenance space, secure bicycle storage, and an outdoor terrace, along with BBQ and picnic areas, parking, and electric vehicle charging stations. A key component of the project is its comprehensive supportive services program, which will be provided at no cost to residents for at least 20 years. These services include on-site case management, mental health care, substance use support, access to medical and dental services, medication management, wellness programs, and adult education opportunities. The project is expected to pursue 9% Low-Income Housing Tax Credits in 2024 and comply with prevailing wage requirements, reinforcing its commitment to both quality development and long-term community impact.
